Appointments to the Colas Group’s Strategic Committee
Starting April 1, 2026, Hervé Le Joliff, President of Colas Rail, and François Vachon, President of Colas Canada Inc., will
join Colas’ Strategic Committee, where major decisions at the Group level are approved.
A graduate in Engineering (Grenoble INP), Economics and Finance (Grenoble IEP), and Accounting (DESCF), Hervé Le Joliff
began his career in 1997 at Colas Rail as a project manager for railroads. After ten years in management roles in Brazil and
Venezuela, he took over the management of the Urban Railways and Catenaries divisions in France in 2008. Five years later, he
became Executive Vice President in charge of MENA (Middle East North Africa), South America and France for the Energy, Railway
Systems and Urban Track activities.
In 2017, Hervé Le Joliff was appointed International Managing Director for a three-year term before being promoted to President
of Colas Rail in January 2020.
A graduate of the University of Sherbrooke, François Vachon began his career with Colas in Canada in 1996 as Project Coordinator
at Terus in British Columbia, a subsidiary of the Group in Canada. In 1998, he joined Pittman Asphalt in Prince George, British
Columbia, as Project Coordinator/Estimator, before being promoted to Chief Executive Officer. In 2005, he was appointed Vice
President and Chief Executive Manager of Wapiti Gravel Suppliers, a subsidiary of Colas Canada in Grande Prarie, Alberta, before
becoming Vice President, Construction and Manufacturing for Colas Canada in Edmonton, Alberta in 2011. In the fall of 2013, he
was promoted to Chairman and CEO of Sintra in Quebec. He joined the Miller Group in Ontario in 2018 as Vice President, before
being appointed President of the subsidiary in 2019.
In February 2022, François Vachon was promoted to President of Colas Canada Inc.
With these two appointments, Colas’ Strategic Committee now comprises eight members, alongside Pierre Vanstoflegatte, Chief
Executive Officer; Valérie Agathon, Group Vice President, Administration, Finance and Strategy; Thierry Meline, Executive Vice
President, France and Indian Ocean; Christophe Mansuy, Group Vice President, Human Resources and Security; Francis Grass,
Executive Vice President, EMEA and Specialties (Europe, Middle East, Africa); and William Bouygues, Group Vice President,
Industries.
